A notion I had for d20 modern games.
At the end of each session, everyone secretly votes on who performed best in a few (4 to 6) categories the GM decides on, including the GM. You can't vote for yourself. Then the GM tallies the votes and the winner gets a couple extra action points, and the runner up gets one too. Categories would depend on the game, but you could have stuff like "best one-liner", "verisimilitude", "clever fellow", etc.

this reminds me of classroom behavior management techniques i'm learning.
positive reinforcement and attractive rewards - which you have - will usually result in the desired behavior.
i suppose then, what are the desired behaviors?
and perhaps the DM could keep a small piece of paper close, and make a note whenever the behavior is observed, as a way to balance voting with observable behavior - nothing intense, just a small tally sheet...

Not fond of d20 modern at all myself. Seems like a poor mans version of Shadowrun. As much as I dislike Shadowrun, I would take it over d20 modern.
For desired traits...
-Staying in character.
-Not metagaming.
-Most clever use of skill,feat or action.
-Not reading books while DM explains something.
-Not derailing the plot, dialog, combat or anything.
I know a lot of those had 'do nots', but there aren't a lot of 'do's' to follow.
I am also intrigued as to VKPs. Enlighten us please Dr. Vizier.
