Palpatine can put out some pretty serious damage, and is pretty hardy, but Raistlin can control time, and view people's future without error, let alone the fact that he has permanent true seeing (the two things that made him so morbid, all he ever saw was destruction and decay around him).
He could anticpate anything the emporer threw at him. The question is what he would do about it.
Most likely he'd use that necklace he got from Fistandantilus and absorb the emporer's soul (what's left of it), like he did with the previous owner.
